The George Washington Papers consists of a circular from George Washington [Revolutionary War general (1775-1783) and President of the United States (1789-1797)] to South Carolina governor John Mathews (1782-1783), dispatched from Washington’s headquarters at Newburg, New York, and concerning Washington’s resignation as commander-in-chief of the revolutionary forces. Washington also urges the legislators to act on certain matters that he considers necessary to keep the new nation functioning, including public debts during the war. The collection includes newspaper clippings and letters relating to how Winthrop obtained the circular.
